Public–private partnerships (PPP) have been widely used in China to procure public facilities and services. Complicated problems in PPP projects in China arise because of a variety of risk factors. A proper risk assessment model is needed to identify risks and provide risk response strategies for future Chinese PPP projects. The fuzzy analytic hierarchy process (F-AHP) method provides the ability to solve complex risk assessment of PPP projects. Current risk assessment models are limited to PPP projects in specific countries and do not consider unique risks in China, especially political, economic, social, and legal risks. This paper designed a risk evaluation index system for PPP projects based on the Delphi expert investigation method, and then established an optimized risk evaluation model for PPP projects in China using the F-AHP method. The risks identified are confirmed by interviewing experts from Chinese local government departments, private enterprise, third-party intermediary consulting and regulatory agencies, and academic organizations. The results show that the risks that ranked among the top ten are closely related to China’s political and economic policies and relationships among stakeholders. It can be concluded that government authorities play a critical role in providing a favorable political, social, and economic environment and an effective institutional framework for PPP projects. Furthermore, it is also important to deal with relationships among stakeholders based on the public–private ‘win–win’ principle. This study provides risk response strategies, addressing key issues from eight aspects: an impeccable legal and regulatory framework; a central coordinating and regulating PPP authority; supportive governmental authorities; institutional capacity-building; favorable economic conditions and viability; community, partner, and moral accountability; clear division of responsibilities through contracts; and effective advisory management. These effective measures may be useful in reducing the adverse effects of risk for PPP projects in China.  相似文献

Coping with asymmetric information plays a major role in successful small business lending. Our purpose is to determine if small business applicants report their income information correctly when requesting a loan. We use a randomised controlled trial bogus pipeline experiment, established during a typical cash‐flow analysis of a bank for small businesses in the Philippines. The bogus pipeline approach is commonly applied in social science and aims to increase the rate of truth telling by informing participants that answers will be verified by a lie detector. The experimental data, which include 243 observations of credit clients that are mainly from the agricultural and food value chain, served to identify asymmetric information. Additionally, debtors’ repayment behaviour for approved loans was observed by the bank. Our results indicate that loan applicants of the treatment group report lower incomes, an effect which is most pronounced in lower income quantile. Our analyses also reveal higher loan delinquencies in the control group.  相似文献

生态山岳的旅游健康发展程度对山地旅游资源的可持续利用具有重要的影响。采用层次分析法和熵权法对2018年西北地区的华山、麦积山和天山天池的旅游生态健康进行了分析。结果表明:三大山岳景区旅游健康发展均处于健康状态;在资源健康方面,天山天池表现为非常健康,华山和麦积山处于健康等级;在环境健康方面,麦积山处于非常健康,华山和天山天池处于健康等级;在经济健康和旅游社会方面,三大景区均表现为健康。  相似文献

The two dividends in the double‐dividend hypothesis are assumed to be independent. This assumption can be misleading when it comes to formulating policy. I construct a model where the pollution tax rate is voted for by heterogeneous people. In addition to the revenue‐recycling effect, the equilibrium pollution tax rate depends on two opposite forces: the tax‐cutting effect and the profit effect. The two forces show that an instrument that exploits a greater revenue‐recycling effect can cause a more severe environmental deterioration, thereby resulting in the infeasibility of the hypothesis. The introduction of the interdependence between the two dividends can also mean that non‐revenue‐raising instruments are more efficient than revenue‐raising instruments.  相似文献

[目的]农村生态环境是一个复杂的系统,严重的生态环境问题制约着农村经济的发展以及新农村建设,探讨其治理和绩效,有利于解决生态环境建设中的各种问题,对于区域发展具有重要的理论和实践意义。[方法]文章通过构建农村生态环境治理及绩效评价指标体系,采用层次分析法确定各个指标的权重以及灰色关联法分析各指标间的灰色关联度。[结果]河北省北部山区农村生态环境治理绩效评价指标体系要素层中权重值大小依次为生态经济(0. 483 9)、生态环境(0. 273 6)、生态人居(0. 137 1)、生态保护(0. 105 4),说明该地区农村经济水平已达到一定水平,但生态环境、生态保护等仍有待提高。灰色关联法计算结果表明河北省北部山区生态环境中关联系数最高的是畜禽粪便处理率(0. 754),生态经济中关联系数最高的是农民人均纯收入(0. 624),生态保护中关联系数最高的是化肥施用量(0. 846),生态人居中关联系数最高的是饮用水合格率(0. 682),而关联度大小依次为生态保护(0. 724)、生态环境(0. 662)、生态人居(0. 573)、生态经济(0. 543),说明该地区生态环境治理仍有很大空间。[结论]研究结果指出河北省北部山区农村生态环境治理的不足,为进一步完善区域生态环境具有重要的指导意义。  相似文献

[目的]基于安徽省蚌埠市的调研数据,实证研究土地流转补贴政策对土地转出的影响,分析土地流转补贴政策效用。[方法]文章根据国内外相关研究成果,结合调研地区的具体环境因素,提出研究假设,选取农户的家庭人口特征、社会经济特征和土地资源禀赋等变量,构建回归模型,运用SPSS统计软件分析农户土地转出的影响因素及土地流转补贴政策的效用。[结果]直接影响农户土地转出的因素包括非农就业、非农收入、农民离乡进城务工条件和土地资源禀赋等,农民获得的土地流转补贴占家庭总收入的比重非常小,对农户转出土地的意愿起不到显著促进作用。[结论]因此,促进土地有序流转必须把土地流转补贴等财政扶持资金转移到基本生产设施的建设上,改善农业生产经营条件,增强新型农业经营主体的土地转入积极性;通过创造非农就业机会,增加非农收入,完善农村社会保障服务体系,促进农民工市民化等措施,弱化农民对土地的依赖,从而增强农民转出土地的积极性。  相似文献

[目的]开展农业干旱危险性评价与区划研究,为辽宁省西北地区农业防旱抗灾工作提供科学依据。[方法]文章根据联合国国际减灾战略署(ISDR)对农业干旱危险性的定义,分析了构成研究区作物干旱危险性的致灾因子和孕灾环境因子,采用层次分析法确定了各因子的权重,构建了研究区农业干旱危险性评价指标和模型。以2009年为例,通过利用降雨、土壤、农业生产类型及地形等数据计算了辽西北地区农业干旱危险性评价指数,利用自然间断点法分级干旱危险性评价指数,并借助GIS技术,绘制研究区农业干旱危险性等级区划图。[结果] 2009年作物生长期间研究区农业干旱危险性由高到低排列为:朝阳市葫芦岛市锦州市阜新市铁岭市沈阳市。[结论]辽西北地区农业干旱危险性等级区的划分,能够帮助政府管理部门为面临干旱威胁不同的区域建立适当的防灾方法和有效的应急预案。  相似文献

The well‐known index of income bipolarization proposed by Wolfson (1994) requires two groups to be split according to the median income and, therefore, to be non‐overlapping. The aim of this paper is to propose a new polarization index in the spirit of the Wolfson index. It allows for any possible partition of the population in two or more (also overlapping) groups. The new index maintains the simplicity and immediate comprehension of the Wolfson index, though being much more flexible. An application is then provided for German and Italian income data.  相似文献

The advent of the Great Recession and the widespread adoption of fiscal austerity policies have heightened concern about inequality and its effects. We examine how the distribution of income in Ireland—a country which experienced one of the most severe economic contractions—has evolved over the years 2008 to 2013. Standard cross‐sectional analysis of the income distribution shows broad stability in the Gini coefficient and in decile shares, with one main exception: the share of the bottom decile fell sharply, with the largest fall in average incomes being for that group. Longitudinal analysis shows that the falls in the average income for the bottom decile were not due to decreasing income for those remaining in the bottom decile, but to falls in income from those initially located in higher deciles. The extent of redistribution through taxes and transfers increased strongly, as measured by the Reynolds‐Smolensky index, which rose from 0.20 before the onset of the crisis to 0.27 in 2013. Analysis indicates that about three‐quarters of this increased redistribution is due to automatic stabilisers and one‐quarter to discretionary policy changes.  相似文献

This article uses a smooth transition regression (STR) model to research the income elasticity of the health care expenditure of China’s urban residents in the 1990–2013 period. The results demonstrate that if the real income of China’s urban residents that lags a period is taken as a transition variable, urban residents’ health expenditure follows an LSTR1 nonlinear two-regime model. Here, the income elasticity of health care expenditure of China’s urban residents is 1.4919 in 1990–2002 and 1.2216 in 2003–2013. Overall, the income elasticity of health care of China’s urban residents is greater than 1, indicating that health care is a luxury.  相似文献
